- After 2nd step, you will find a free dev tier option on dashboard
- now click on Create Free Instance button and create your first VPS.
- you can create up to 6 VPS in free dev tier us-east1, us-east2, us-east3, us-sw-1, us-west-1, eu-ams-1.

You can create up to 6 VPS instances for 1 year. But I know their many people don’t have the credit card and want to free VPS without a credit card.
